		<description>I think that there are two things that keep churches from building up and not out...1) it&#039;s cheaper to build out...without forward thinking and vision, most find it easier to just keep laying 8 inches of concrete as opposed to bearing the expense of steel reinforced concrete structures that go &quot;UP&quot; and not &quot;OUT&quot;...they never financially PLAN to build up..  2) it takes a lot more to get the permits from the county to build a parking deck rather than a lot because they are considered a &quot;structure&quot;...and unless done well and given some character from the outside, they can be pretty unsightly.</description>
